Au moment où plusieurs rapports dénoncent les dysfonctionnements de notre système de formation professionnelle, l’étude réalisée par la Chambre de Commerce et d’Industrie de Paris apporte un autre éclairage sur le sujet. Cette enquête analyse la perception de la formation par le grand public. On aurait pu croire qu’elle corroborerait les précédentes en faisant état de l’inefficacité du système, à travers le témoignage des utilisateurs finaux.

Or il n’en est rien. Au contraire, les trois quart des personnes interrogées déclarent connaître les contenus et les modalités d’organisation de la formation continue et 88% d’entre elles pensent « qu’il n’y pas d’âge pour se former ». Il s’agit pour elles « d’une école de la seconde chance sans discrimination notable selon la catégorie socioprofessionnelle ou le niveau de diplôme ».
Les personnes interrogées ont intégré la notion de formation tout au long de la vie et même de co-responsabilité, perspective très intéressante pour la mise en œuvre du DIF. Quant au financement 60% sont prêtes à l’assurer, en partie, personnellement. De plus, elles ont une vision claire de ce que cela peut leur apporter puisque 72% des personnes interrogées estiment que la formation sert à « améliorer ses connaissances au service de l’entreprise dans laquelle on travaille et à développer sa culture générale et ses connaissances ».Cette enquête a également dévoilé un autre aspect extrêmement positif puisque Anne Marie Le Bévillon, qui a piloté l’enquête pour la CCIP, considère que « la formation continue ne procure pas seulement un bénéfice social et personnel : elle est aussi un facteur de bien être, voire d’estime de soi ».

Les résultats de cette enquête sont très rassurants et relativisent les propos souvent peu amènes sur la formation, formulés aujourd’hui.
Peut être convient-il de sortir des discours sur les dispositifs, exprimés par les acteurs de la formation, et s’intéresser, comme cette enquête l’a fait, aux utilisateurs finaux. Cela donne un autre éclairage qui devrait être pris en compte par ceux qui, en ce moment, négocient la réforme.
Un ultime résultat de l’enquête montre que les personnes interrogées accordent une importance toute particulière à la nécessité de valider la formation par une marque de reconnaissance, certificat ou diplôme, puisque 72% d’entre elles affirment «qu’un diplôme de formation continue, c’est aussi bien qu’un diplôme scolaire et universitaire » et que « la formation continue permet d’obtenir un diplôme qu’on n’a pas pu avoir plus jeune ».

A coté de la création d’un compte épargne formation, outil de motivation personnelle et de sécurisation des parcours, qui va faire l’objet de prochaines négociations, il faut que nous, opérateurs, conduisions une réflexion sur la mise en place d’instruments de certification ou de reconnaissance des formations et acquis professionnels.C’est un formidable enjeu mais cela devient indispensable car on ne peut plus séparer la formation de sa reconnaissance.

LOS ANGELES — Oct. 27, 2008 — Today, during a keynote speech at the Microsoft Professional Developers Conference 2008 (PDC2008), Ray Ozzie, Microsoft Corp.’s chief software architect, announced Windows Azure, the cloud-based service foundation underlying its Azure Services Platform, and highlighted this platform’s role in delivering a software plus services approach to computing. The Azure Services Platform is an industry-leading move by Microsoft to help developers build the next generation of applications that will span from the cloud to the enterprise datacenter and deliver compelling new experiences across the PC, Web and phone.

Ozzie described how this platform combines cloud-based developer capabilities with storage, computational and networking infrastructure services, all hosted on servers operating within Microsoft’s global datacenter network. This provides developers with the ability to deploy applications in the cloud or on-premises and enables experiences across a broad range of business and consumer scenarios. A limited community technology preview (CTP) of the Azure Services Platform was initially made available to developers in attendance at PDC2008, giving them a chance to try out its features and functions and plan for their own future development.

“Today marks a turning point for Microsoft and the development community,” Ozzie said. “We have introduced a game-changing set of technologies that will bring new opportunities to Web developers and business developers alike. The Azure Services Platform, built from the ground up to be consistent with Microsoft’s commitment to openness and interoperability, promises to transform the way businesses operate and how consumers access their information and experience the Web. Most important, it gives our customers the power of choice to deploy applications in cloud-based Internet services or through on-premises servers, or to combine them in any way that makes the most sense for the needs of their business.”

Empowering Cloud Development With the Azure Services Platform

Unlike many of today’s service-based solutions, the Azure Services Platform provides developers with the flexibility and ability to create applications while taking advantage of their existing skills, tools and technologies such as the Microsoft .NET Framework and Visual Studio. Developers also can choose from a broad range of commercial or open source development tools and technologies, and access the Azure Services Platform using a variety of common Internet standards including HTTP, representational state transfer (REST), WS-* and Atom Publishing Protocol (AtomPub).

Key components of the Azure Services Platform include the following:

• Windows Azure for service hosting and management, low-level scalable storage, computation and networking

• Microsoft SQL Services for a wide range of database services and reporting

• Microsoft .NET Services which are service-based implementations of familiar .NET Framework concepts such as workflow and access control

• Live Services for a consistent way for users to store, share and synchronize documents, photos, files and information across their PCs, phones, PC applications and Web sites

• Microsoft SharePoint Services and Microsoft Dynamics CRM Services for business content, collaboration and rapid solution development in the cloud

TAP pas TAP ?

Le géant logiciel Microsoft s’apprête à soulever le kimono de sa nouvelle version d’Office.
D’après le blog de la société, les premiers alpha tests de la prochaine version d’Office auront lieu en novembre ou décembre.

Hayley Rixon, de l’équipe business intelligence de Microsoft, dit que la société recrute des cobayes pour son programme d’adoption TAP (technology adoption program) qui auront la chance de découvrir et tester les outils d’analyse et de gestion Office Performance Point Server (OPPS).

OPPS est un outil professionnel d’analyse de performances qui fera partie de la version Office 14.
La date limite pour les demandes de participation au projet OPPS est fixée au 28 août, selon le blog.

Microsoft n’a encore pratiquement rien dévoilé d’Office 14, mais on lui prête plus de fonctions collaboratives que les précédentes versions. TAP pas TAP, tel est la question !

Formations à la conduite de projet...

Souvent des sociétés me demandent de former des personnes (ingénieurs ou spécialistes des serveurs...) à l'administration de MOSS 2007, mais pas à la conduite de projet, gouvernance de MOSS. Je vais préparer une formation qui va permettre de mieux cerner ce sujet.

Cette phase est "oubliée", c'est bien dommage !

Vous allez me dire pourquoi. Bonne question, souvent c'est pour des raisons de budget.

Je vais commencer des travaux de formation pour les administrateurs (je vais y parler de l'implantation d'un serveur MOSS chez EGILIA). Je viens d'y donner une formation Administrateur MOSS (la gouvernance a été abordée).

CIGREF Publications RH

Depuis maintenant deux ans, le CIGREF s'intéresse à la mesure de l'évolution des métiers et des compétences dans les DSI. En 2007. Il a identifié 16 facteurs qui influencent, de manière notable, l'évolution des métiers et des compétences. Pour chaque facteur, une "fiche descriptive" a été créée. Elle comprend une définition du facteur dans un contexte RH IT, un historique observé et vécu par les entreprises membres du groupe RH, la tendance d'évolution du facteur et des points d'incertitudes à tenir compte dans la réflexion. Cette année, l'activité « Ressources Humaines » a été pilotée par Bertrand Eteneau, DSI de Faurecia. CIGREF Publications .

Une animation de type KJ, brainstorming structuré à base d'idées partagées sur des Post-It, a permis d'identifier 28 impacts, dont seuls 13 ont été retenus parce que communs à plusieurs facteurs.Pour chacun d'entre eux, le groupe a travaillé sur une échelle de mesure permettant de le qualifier.

Les 13 impacts identifiés
1. Evolution de la définition des métiers;
2. Nombre de métiers concernés par l'impact n°1;
3. Evolution de la cartographie des métiers;
4. Apparition ou disparition de métiers;
5. Mobilité des personnels au sein de la DSI;
6. Mobilité des personnels entre la DSI et les directions métiers;
7. Changement de l'organisation du travail;
8. Ajustement de la sous-traitance;
9. Reconversion des personnels;
10. Développement de compétences internationales;
11. Niveau de virtualisation de la DSI;
12. Fidélisation des effectifs selon la cartographie des métiers;
13. Besoin de formation.


Il faudrait tenir compte des aspects du WEB 2.0 et de son impacte dans l'entreprise. Un dossier a été réalisé dans "Les Echos du mardi 7 octobre 2008" à ce sujet. Il faut absolument le lire, je crois que je vais voir a en faire un résumé (ainsi pouvoir comprendre la génération Y).

En toute logique, après avoir construit un réseau de centres serveur réservé au cloud computing, IBM commence à proposer des services sur ces infrastructures aux entreprises utilisatrices comme aux intégrateurs. La vitrine de cette nouvelle offre s'appelle Bluehouse, un condensé de réseau social à la Facebook et de travail collaboratif basé sur les différents logiciels Lotus.A partir de ces outils, les entreprises sont censées pouvoir construire très facilement des extranets de travail avec leurs fournisseurs et leurs clients. Par rapport à des réseaux sociaux classiques, ces logiciels sont néanmoins assortis de systèmes d'administration adaptés pour assurer un minimum de confidentialité aux échanges entre entreprises. Pour l'instant, les services Bluehouse restent en versions bêta et en anglais, et ils sont accessibles gratuitement. Des services de partage de documents et de scan des sites Web visitésIBM va proposer quatre autres services dans son offre. Lotus Sametime Unyte servira à organiser simplement des conférences Web et à échanger des documents entre participants sans installer de logiciel sur un serveur local. Sametime Unyte sera intégré avec Lotus Notes et Lotus Sametime, et sera facturé à la demande ou à partir de 48 $ par mois. IBM Rational Policy Tester OnDemand, lui, est destiné à scanner automatiquement le contenu des sites Web visités pour vérifier qu'ils sont conformes aux politiques de sécurité de l'entreprise. Sur le même modèle IBM Rational AppScan OnDemand déboguera à distance les applications Web. Ces deux services seront proposés contre un abonnement annuel dont le prix n'a pas été communiqué. Enfin Telelogic Focal Point permet de répertorier les différents logiciels déjà présents dans l'entreprise en indiquant où ils se trouvent et comment ils sont utilisés.

De la publicité à l’engagement | Médias sociaux

Un blog intéressant : Le titre de cet article est un clin d’œil à deux précédent articles que j’ai écrits sur le sujet : Du monologue au dialogue et Du marketing à la communauté. A l’heure des médias sociaux, il est nécessaire, voir prochainement indispensable, pour les marques de passer d’un modèle basé sur la publicité et la communication push à un modèle basé sur l’engagement avec son client.
Est-ce à dire que j’annonce la mort de la publicité ? Bien sûr que non… mais, à mon sens, la publicité doit de plus en plus devenir un support de communication des actions que prennent les marques en matière d’engagement avec leurs clients.
En somme, la publicité est un moyen, qui pour beaucoup de marketeurs restent pris comme une finalité : faire de la publicité pour faire de la publicité car je sais que cela augmentera la notoriété de ma marque et les ventes de mes produits. La stratégie doit être guidée par l’engagement : pour développer ma marque, je dois tisser une relation unique avec mon client, comme membre d’une communauté. Il doit trouver un bénéfice important à être fidèle à ma marque. La marque n’est plus alors un diffuseur mais devient un animateur et un facilitateur.
